    US Builder Confidence Rises to 35: Price Reductions Decrease, Yet Housing Affordability Crisis Persists

    The National Association of Home Builders (NAHB) and Wells Fargo Housing Market Index released on August 17 shows that builder confidence rose by 1 point to 35 in August. The index ranges from 0 to 100, with a score above 50 indicating that more builders view market conditions positively than negatively. Therefore, while 35 represents an improvement from July, it remains in a clearly pessimistic range and cannot be described as a recovery in the housing market.

    Three sub-indices show limited improvement. The current sales conditions index for single-family homes increased by 2 points to 39; the six-month sales expectations remained at 43; and the traffic of potential buyers held steady at 23. In August, 35% of builders reduced prices, down from 37% in July and the same as June; the average price reduction remains at 6%. The proportion of builders using sales incentives remains at 63%, indicating that most projects still require interest rate discounts, upgraded features, or other concessions to close deals.

    A one-point increase in confidence does not change the fact that demand is still suppressed by affordability.

    The core contradiction in the housing market is not just the price but the monthly payment. Homebuyers face high home prices, elevated mortgage rates, insurance, and taxes; even a slight decrease in listing prices may still result in monthly payments exceeding family budgets. Builders can offer temporary rate buy-downs or cover some closing costs, but these measures erode profits and are difficult to sustain long-term against financing costs.

    The buyer traffic index is only 23, the lowest among the three sub-indices. This indicates that there are still not enough people entering sales offices or making serious inquiries. The current sales index rising to 39 may reflect existing clients closing deals under incentive measures, but it does not prove that potential demand has fully returned. The future sales expectations remaining at 43 also show that builders do not see strong enough reasons for improvement.

    The drop in the proportion of companies reducing prices from 37% to 35% seems positive, but the change is minimal, and the average price reduction remains at 6%, with the incentive usage rate still at 63%. If demand were truly strong, one would typically see simultaneous significant improvements in the proportions of price reductions, incentives, and buyer traffic. This month's data appears more like the market stabilizing at a low level rather than sellers regaining pricing power.

    There are also constraints on the supply side. The costs of land, building materials, labor, and development loans affect new home pricing. Even if builders are willing to lower profits, projects may not be able to achieve prices affordable for average families. Higher interest rates also increase the costs for builders holding land and under-construction inventory, making companies more cautious about starting new projects. The result may be a simultaneous existence of weak demand and insufficient supply: sales are not strong, but low-priced listings remain scarce.

    Future developments will depend on whether housing starts, permits, and mortgage rates can move in the same direction.

    The housing market index is a sentiment survey with leading significance, but it does not reflect actual construction volume. To assess whether residential investment is improving, it is necessary to consider new housing starts, building permits, new home sales, inventory, and mortgage applications. The current rise in sales confidence may indicate stabilization in housing starts, or it may simply reflect builders' evaluations of short-term promotional effects. If permits and single-family starts do not follow suit, a one-point increase in confidence will be hard to translate into economic growth.

    Mortgage rates remain the most critical external variable. A decrease in rates would lower monthly payments, expand loan amounts, and bring some hesitant buyers back into the market. However, if the decline in rates is driven by significant economic weakness, concerns about income and employment may suppress home purchases. Therefore, the ideal environment for the housing market is not simply low rates, but a combination of slowing inflation, stable employment, and moderate declines in financing costs.

    It is also important to distinguish between new and existing homes. Many existing homeowners have locked in low-rate mortgages from the past and are unwilling to sell and switch to higher-rate loans, which limits the supply of existing homes and provides some opportunities for new home sales. Large builders can still offer rate discounts through financial subsidiaries, while smaller builders have more limited options. An improvement in the national index does not mean that the pressures faced by different regions and companies of varying sizes are the same.

    Regional structures can also amplify the limitations of national averages. In markets with rapid population inflow and relatively ample land supply, builders may still maintain sales by increasing smaller units and adjusting community planning; in areas where land is scarce, approvals are lengthy, or insurance costs are rising quickly, even if demand exists, it is difficult to provide affordable products. Observing the three-month moving average for regions can provide a better assessment of project risks than simply looking at the national figure of 35.

    Homebuyers also need to discern the real value of incentives. Temporary rate buy-downs may only cover the initial years of the loan, after which monthly payments may rise; free upgrades can enhance living experiences but do not reduce principal; closing cost subsidies may be offset by higher selling prices. When comparing options, one should uniformly calculate down payments, total interest over the holding period, taxes, insurance, and future refinancing costs, rather than just looking at the first month's payment.

    Builders' balance sheets will also affect the duration of promotions. Companies with slow inventory turnover are more willing to reduce prices to generate cash, while those with ample land reserves and lower financing costs can afford to wait. If future starts decline but there are still many ongoing projects, the market may first experience inventory digestion before deciding whether to expand supply. Thus, there may be a lag of several months between sales and starts.

    For the macroeconomy, residential investment impacts multiple industries through construction, building materials, furniture, brokerage, and financial services. Confidence remaining below 50 for an extended period indicates that this transmission chain still lacks strong momentum. Builders using incentives to maintain sales can avoid a sharp decline in activity, but it also indicates that demand requires subsidies to be released. Only when buyer traffic continues to rise, and price reductions and incentives significantly decrease can the market be considered to have shifted from defense to expansion.

    Therefore, the 35 in August should be understood as "a slight alleviation of pessimism," rather than a reversal in the housing cycle. The most important validations in the coming months will be whether mortgage costs decline, single-family permits and starts increase, buyer traffic can escape the low twenties, and whether builders can reduce promotions while maintaining sales. Any single improvement is not enough; the issue of housing affordability needs to be jointly addressed through income, prices, rates, and supply.
