USDC to Enter Dual MiCA Supervision on November 12 After EBA Designation

This does not change the nature of USDC; rather, it clarifies which authority counterparties should look to for different forms of assurance. The EBA will become the main supervisory reference for reserves, liquidity, own funds, and recovery and redemption planning. France’s supervisor will remain central for governance, outsourcing, and management suitability. MiCA oversight for a major stablecoin therefore becomes more structured, but not simpler in the sense of being handled by a single authority.
The European Banking Authority said on 14 October 2026 that it had classified USDC, issued in the EU by Circle Internet Financial Europe SAS, as a significant e-money token under MiCA. From 12 November 2026, the designation is set to place USDC under a dual-supervision arrangement, with the EBA assuming key prudential oversight while France’s ACPR retains other supervisory duties.
What the significant-EMT designation changes on 12 November
The practical change concerns supervision, not the product itself. The EBA said USDC will be subject to MiCA’s dual-supervision framework for significant e-money tokens from 12 November 2026. This is not the launch of a new stablecoin, nor does it replace Circle Internet Financial Europe SAS as the EU issuer.
The designation matters because it moves some core USDC risk areas beyond a purely national supervisory framework. In the same statement, the EBA described USDC as the EU’s first significant e-money token and said that 45 e-money tokens had been notified under MiCA at the time.
What the EBA supervises and what ACPR retains
The division of responsibilities is functional. The EBA said direct supervisory responsibility for own funds, reserve assets, liquidity requirements, and recovery and redemption plans will move from the Autorité de Contrôle Prudentiel et de Résolution, or ACPR, to the EBA.
ACPR will nevertheless remain involved. The EBA said the French authority will continue to supervise governance, qualifying holdings, fit-and-proper assessments, outsourcing, and conflicts of interest. In practice, MiCA’s significant-token regime is not a full centralisation in either Brussels or Paris, but a split model in which different authorities oversee prudential resilience and organisational controls.

Why this matters beyond France-only oversight
This is a live example of MiCA implementation for a stablecoin already used across jurisdictions. The EBA also said it had signed a memorandum of understanding with the New York State Department of Financial Services to support cooperation and information exchange on cross-border stablecoin activity.
For banks, payment firms, and corporate users assessing USDC in Europe, the key point is that the supervisory framework is now clearer. Prudential matters are set to move into the EBA’s remit from 12 November, while questions concerning issuer governance and operational controls will remain with ACPR. The available evidence does not establish the precise quantitative threshold or calculation that led USDC to receive significant status.
