Condensate Oil Refinery to Export Up to 70% of Fuel to Russia
The Condensate oil refinery in the West Kazakhstan region will accept Russian oil for processing and export up to 70% of the produced gasoline and diesel fuel to the Russian market. About 30% of the petroleum products will remain for the needs of the domestic market of Kazakhstan, while the remaining volumes will be transported to the Russian Federation, depending on the capacity of the railway transport. The plant is located in Aksai, is not connected to main oil pipelines, and relies on the supply of raw materials and the shipment of finished products by rail. The owner of the plant is not under international sanctions, which allows for continued cooperation. Deliveries of petroleum products to Russia may begin immediately, and the plant is also undergoing reconstruction to increase capacity. The involvement of Kazakhstan's refining capacities is linked to a fuel shortage in the domestic market of Russia, caused by damage to Russian oil refineries. Russia is also importing fuel from Turkey, India, and Morocco, using bypass routes through the Murmansk region. It was previously reported that Kazakhstan would start exporting oil bypassing Russia through the Georgian port of Batumi.
